- World Organization for Development has been collaborating with UNCTAD since 2015
The World Organization for Development has always supported the work of UNCTAD. Since 2015, WOD has become more regularly involved in UNCTAD events. On 25 November 2015, WOD hosted a side event at the Tenth UNCTAD International Conference on Debt Management. About UNCTAD UNCTAD supports developing countries to access the benefits of a globalized economy more fairly and effectively. And we help equip them to deal with the potential drawbacks of greater economic integration. To do this, we provide analysis, facilitate consensus-building, and offer technical assistance. This helps them use trade, investment, finance, and technology as vehicles for inclusive and sustainable development. Working at the national, regional, and global level, our efforts help countries to: Comprehend options to address macro-level development challenges Achieve beneficial integration into the international trading system Diversify economies to make them less dependent on commodities Limit their exposure to financial volatility and debt Attract investment and make it more development-friendly Increase access to digital technologies Promote entrepreneurship and innovation Help local firms move up value chains Speed up the flow of goods across borders Protect consumers from abuse Curb regulations that stifle competition Adapt to climate change and use natural resources more effectively Together with other UN departments and agencies, we measure progress by the Sustainable Development Goals, as set out in Agenda 2030. UNCTAD also supports the implementation of Financing for Development, as mandated by the global community in the 2015 Addis Ababa Agenda, with four other major institutional stakeholders: the World Bank, the International Monetary Fund, the World Trade Organization, and the United Nations Development Programme. While UNCTAD works mainly with governments to effectively deal with the magnitude and complexity of meeting the Sustainable Development Goals, partnerships and closer cooperation with the private sector and civil society are essential. Ultimately, we serve the citizens of the 195 countries that make up our organization. Our goal is prosperity for all. The World Organization for Development (WOD) is an international non-governmental organization endowed with Special Consultative Status with the UN Economic and Social Council since 2014. Mr Robert N.Gubernatorov founded WOD, On December 23, 2009, by the principles proclaimed by the United Nations, in the form of a non-profit partnership, the World Organization for Creditors (WOC). Since 2015, the Organization has been called the Association on sustainable development and investment climate improvement, uniting investors and creditors “World Organization for Development.” In July 2014, the United Nations Economic and Social Council, following Article 71 of the Charter of the United Nations, of the United Nations Non-Governmental Organizations, unanimously voted by the states the United Nations, granted the World Organization for Development a Special Consultative Status with the United Nations Economic and Social Council. The World Organization for Development, by the consultative status of the UN ECOSOC, develops and implements Global Initiatives to achieve Sustainable Development Goals. UN SDG SMART Practices: “Angel for Sustainable Development” Global Awards #SDGAction10645 https://sustainabledevelopment.un.org/partnership/?p=10645 UN SDG Good Practices: “Angel for Sustainable Development” Global Awards #SDGAction40297 https://sdgs.un.org/partnerships/angel-sustainable-development-global-awards Description/achievement of initiative To stimulate efforts and attract a wider number of qualified actors to participate in the global process of achieving the newly-created sustainable development goals (SDGs), the World Organization for Development (WOD) will offer a series of global awards called “Angel for Sustainable Development.” These awards will celebrate winners in seven categories that correlate with 11 SDGs. Award ceremonies will be held in cooperation with and under the auspices of UN bodies responsible for implementing the SDGs. Implementation methodologies The “Angel for Sustainable Development” award series will take place on a yearly basis, so seven different ceremonies will be held throughout the year. Due to the universal nature of the SDGs, the award ceremonies will be held in different countries throughout the world. Subcategories of the global Award “Angel for Sustainable Development” are as follows: 1. Award “Investment Angel” 2. Award “Innovation Angel” 3. Award “Environment Angel” 4. Award “Technological Angel” 5. Award “Angel for Global Prosperity” 6. Award “Empowering Women Angel” 7. Award “Angel for World’s Peace” During the preparation phase, WOD-Research, an independent macroeconomic analytical agency, will gather all official UN statistics and other data available and processes all the information on the latest state of the implementation of the SDGs around the globe. At the same time, the WOD PR team will attract as much attention as possible to the SDG's implementation and encourage representatives of civil society, the business sector to participate in the determination of the award winners. The main criteria to select the location where the ceremonies will occur is their potential to bring together representatives from the host country’s government, business, and NGOs working (or interested in becoming involved) with UN bodies. The format of the ceremonies may change, but they will always be featured in the world's leading media sources. Arrangements for Capacity-Building and Technology Transfer Technology transfer and capacity building will be a vital part of the project. During the preparation, implementation, and post-support stages of the award ceremonies, detailed examinations of successful executions of SDG projects throughout the world will be conducted in cooperation with the UN bodies. The full analytical research will be presented in a form of "practical guidelines" that describe best practices and how they can be applied to replicate the work in other areas of our planet. Also, all actors involved in successful SDG projects will be widely publicized, and best practices and other resources will be transferred by visual demonstration for an international audience. Coordination mechanisms/governance structure The President of the World Organization for Development, Robert Gubernatorov, will personally oversee and organize the nominating committees. UN official statistical data and UN representatives' opinions will be used as a starting point to determine the award winners. Also, an independent macroeconomic analytical agency, WOD-Research, will play a crucial role in obtaining data to select the nominees. The development of the Global Initiative for Territorial Entities was based on the principles of independence, systematic, multi-year innovation, and scientific and practical work. Within the framework of the Global Initiative for Territorial Entities, Territorial Entities are upper-level administrative-territorial units, along with autonomous regions and cities of central subordination. Units of the level of territorial entities are also special administrative districts with much greater autonomy. Independent status of the Global Initiative: The development of the Global Initiative for Territorial Entities did not involve the financial and other resources of states and territorial entities to preserve the principle of independence, supranational, and freedom of development and decision-making. Contribution to SDG Implementation The Global Initiative for Territorial Entities and its implementation are a requirement of modern times for the world's sustainable development. Territorial Entities are the basis for the sustainable development of any state. According to the results of the work of regional governments, state budgets are formed. The effectiveness of the work of the Governors and Governor's teams depends on the development and stability in the countries, the growth of people's well-being, and the achievement of the UN Sustainable Development Goals. In most countries of the world, Higher State leadership is doing a lot for the development of Territorial entities. Yet, as a rule, this is not enough. Most States retain the principle that the central government requires maximum results from regional authorities but cannot provide the territorial entities with the necessary innovative models and successful modern practices to achieve the objectives set by the central government. For example, the creation of a favourable investment climate and the development of new innovative industries remain, to a large extent, a problem for the Governors and their teams. Regional governments should address the issues of creating new jobs (combating unemployment), social, infrastructural, environmental issues, and many other tasks that are important for the sustainable development of the Territorial entities. Each governor with his team fights for a better life for its citizens - voters, creating new and more modern technological models of development and management, making mistakes, correcting them, and achieving goals. The goals, objectives, and approaches for solving them are similar in the territorial entities. But how to reduce time and financial costs using breakthrough development and management technologies that other Territorial entities have successfully implemented. Implementation methodologies The Global Initiative for Territorial Entities is designed to answer any other questions. 1. The creation of a supranational innovation Global Governors Platform for Sustainable Development Territorial entities in different countries of the world provides for the organization and regular holding of the Global Governors Summit; 2. Thousands of international forums are held in the world, but there is not a single Global one that has an emphasis on the development of Territorial Entities in different countries of the world, uniting the Governor's and Governor’s teams from around the world. The Global Initiative proposes holding the World Forum of Territorial Entities regularly. 3. Hundreds of international awards are held annually, but none focuses on promoting sustainable development of the Territorial Entities and awarding the Governors and Governor’s teams for the best world practices in the management and development of the Territorial Entities. It is necessary to stimulate the activity of Business and reward within the Global Governors Platform, international and national corporations, and companies for significant contribution to the development of Territorial Entities. The Global Initiative for Territorial Entities proposes a Global Award for Sustainable Development. 4. Technological and innovative development is a priority and engine of world development. Still, we have not yet put innovative science in the service of the Territorial Entities, Governors, and Governor’s teams. Over the years, scientific advances in Artificial Intelligence have been developing. This innovation should be in the service of territorial entities. Then the Territories will be able to receive high-tech assistance, reduce time and financial costs, using breakthrough development and management technologies introduced already in Territorial Entities of other countries of the world. The Global Initiative forms the Global Governors Intellectual Space and develops Artificial Intelligence for Territorial Entities (AITE) to achieve this goal. 5. International statistical reporting is given in uniform international standards only at the States level. At the level of Territorial Entities, it does not fall under the general international standards and requirements. To solve this problem, a Statistical Committee of the Global Initiative for Territorial Entities has been created. 6. The objectives of the development of Territorial Entities in different countries of the world to achieve the UN Sustainable Development Goals are not raised at a high international level. For more than 70 years, issues related to human settlements have been addressed at the level of the United Nations. The UN-Habitat Program has demonstrated its effectiveness. Thanks to this UN Program, localities of different countries of the world received an impulse for cities and localities' cultural, social, and economic development. 7. International and global media, the editorial policy of which is aimed at covering the activities of the Governors and their teams from different countries and issues of sustainable development of the Territorial Entities, have not been created in the world before. Achieving sustainable development of Territorial Entities will be more dynamic with regular coverage of innovative and effective practices and methods of development and management of Territorial Entities in different countries of the world. Governors can know each other, read about each other, share unique experiences and successful practices. Governors are a huge and influential World Elite, which is not given sufficient attention and coverage at the world level. The Global Initiative for Territorial Entities sees the need to develop and popularize this topic. The Global Governors Media Space is being formed, which includes the following Tools: Governors News, Governors Newsweek, Governors of the World, World Economic Journal, and others that facilitate the exchange of innovative, high-tech, and modern practices in the management and development of Territorial Entities around the world, combining and translating experience in these areas to achieve the UN SDGs. The Global Initiative for Territorial Entities creates a Global Dialogue Platform to exchange best world practices and innovative practices in various areas of territorial development, creating a new impetus in the development of Territorial Entities. The Global Initiative for Territorial Entities' mission is to implement a supranational innovative technological process created for the sustainable development of Territorial Entities in different countries of the world. The Global Initiative provides an opportunity to unite more than two thousand Governors and their colossal experience to share best innovative practices in the development and management of the Territorial Entities to achieve the UN Sustainable Development Goals. The Global Initiative and its implementation is a requirement of the present for sustainable development of the world. The Global Initiative for Territorial Entities has 17 Goals and corresponds to 9 of the 17 Sustainable Development Goals of the United Nations. The development of the Global Initiative was based on the principles of independence, systematic, multi-year innovation, and scientific and practical work. There are hundreds of international forums globally, but there is not one that unites the Governors and leaders of Territorial Entities of different countries. The Global Initiative for Territorial Entities proposes that the World Forum of Territorial Entities be held regularly. Dozens of international awards are held globally, but there is not one that focuses on stimulating the sustainable development of Territorial Entities worldwide and awards Governors and governors teams for the best world practices in the management and development of Territorial Entities. It is also proposed to reward the Corporation for its great contribution to the development of Territorial Entities. The Global Initiative for Territorial Entities proposes to hold the Global Sustainable Development Award. Technological and innovative development in the world is a priority and engine of world development. Human settlements from different countries, thanks to this UN Program, received an impulse for cultural, social, economic development. The Global Initiative for Territorial Entities offers the Initiative for the Establishment of the United Nations Program on Territorial Entities, which will be approved by the UN General Assembly and the UN Secretary-General with the support of Heads of State and Governors. In 1945, the United Nations was created as an interstate Track of the First Level. Then the UN established the UN-Habitat Program - the Track of the Third Level. The World Track of Territorial Entities and the United Nations Program on Territorial Entities are a Track of the Second Level and an important innovation for achieving the UN Sustainable Development Goals. Unfortunately, there are no global media yet, whose editorial policy would cover the activities of the Governors from around the world. Achieving the sustainable development of the Territorial Entities will be more dynamic, with regular coverage of innovative and effective practices for the development of Territorial Entities in different countries. The World Organization for Development (WOD) is an international non-governmental organization with special consultative status with the United Nations Economic and Social Council (2014). In July 2014, the United Nations Economic and Social Council, under Article 71 of the Charter of the United Nations, of the United Nations Non-Governmental Organizations, unanimously voted by the states the United Nations, granted the World Organization for Development a special consultative status with the United Nations Economic and Social Council. Mr. Robert N.Gubernatorov founded WOD, On December 23, 2009, under the principles proclaimed by the United Nations, in the form of a non-profit partnership, the World Organization for Creditors (WOC). Since 2015, the Organization has been called the Association on sustainable development and investment climate improvement, uniting investors and creditors "World Organization for Development."
- BRICS will extend its boundaries to become BRICSIK
The association of the emerging economies of Brazil, Russia, India, China, and South Africa continues to strengthen its position in the world. Membership in the BRICS is becoming a priority for other countries with stable economic growth. The analytic service of the World Organization for Development speculates that the union could take on a new name – BRICSIK – to include Indonesia and Kazakhstan. In the early 2000s, the BRICS countries were considered exclusively as suppliers for the G-7 countries. Developing countries supplied the G-7 with cheap food, raw minerals, labor, and intellectual resources, and mass-consumption goods. But over the past decade, the economies of these countries have been able to change their role from “supplier” to that of “locomotive” of global economic growth. Stable economic growth and high figures within the association have recently been hot topics of discussion among experts. The VI Astana Economic Forum was no exception, during which WOD President Robert Gubernatorov gave an analysis of the BRICS countries and suggested that the union could soon expand. Successes of the Developing Union According to WOD research, the BRICS countries increased their total GDP from $3 trillion to $15 trillion. 20% of the world’s GDP is claimed by the union. The average rate of economic growth in the BRICS countries for 2012 was 4%, while the G-7 countries only achieved 0.7%. The global economy is still exposed to negative trends, and in a few years, another financial crisis could replace the current one. The economy’s main problem remains a high sovereign debt. While developed countries continue increasing their obligations, the BRICS countries follow a very different policy. In these countries, external debt is 10-25% of GDP, and none of these countries should have problems paying off their debts while maintaining positive economic growth. Expanding to Strengthen To give the BRICS more confidence on a global scale, new members may be sought and could include Kazakhstan and Indonesia. Over the past several years, the Kazakhstani economy has been demonstrating strong growth, and its investment policy is predictable and understandable to potential investors. Kazakhstan is rich in raw materials, quality of life is rising, and unemployment is declining. Its economic policy allows the country to achieve better ratings with each passing year in comparative rankings. Kazakhstan has already built close economic ties with two of the BRICS countries: It is tied to Russia through the Customs Union and the Common Economic Space and is rapidly developing its economic partnership with China. Nearly a decade ago, when a Goldman Sachs analyst came up with the BRIC abbreviation, he also identified a group of 11 countries that could potentially become “locomotives” of the international economic system. Given the financial crisis and changes in the political system in some of these countries, the list was halved. Indonesia is in a very fortunate position: It’s fourth in population size, 14th in the territory, and national revenues are above average. Moreover, Indonesia is part of the G20, a not-insignificant factor. In recent decades, the country’s government has made serious efforts to strengthen external relations with leaders of the major developing countries, including the BRICS. The addition of Indonesia would widen the sphere of the BRICS’ influence across all of Southeast Asia. Potential Members Under a Magnifying Glass Kazakhstan and Indonesia have both seen steady growth over the past several decades. In terms of the size of the economy, Indonesia has a stable hold on its position among the top 20, with a growth of more than 6% for three years in a row. While Kazakhstan’s economy is only in the top 50, it has been demonstrating dynamic growth for several years. It is ahead of most BRICS countries in this indicator (except for China). The policy of Indonesia’s government about debt as a whole is similar to that of the BRICS countries, with external debt slightly above 20% of GDP. This suggests that the issue of public debt is overall under control. Kazakhstan’s external debt is slightly higher, at 55% of GDP. This ratio is somewhat disturbing, but dynamic economic development requires sufficient financial resources. The government can supply these in two ways: borrowing or attracting investors. Kazakhstani authorities make use of both to spur economic growth. Both countries have international reserves, but their volume is enough to cover just half of their debts. Yet Kazakhstan, for example, increased the size of its reserve fund by 12%, while liabilities rose by only 2%. Regarding foreign direct investment flows, potential investors were ready and willing to invest money into projects in Kazakhstan in 2012, contributing to a 13% increase in FDI flows compared with the previous year. In Indonesia, FDI levels for 2012 remained the same as in 2011, but in the past ten years, the flow of foreign direct investment into the country has grown ten-fold. At the beginning of the 21st century, investors weren’t particularly interested in Indonesia, but the government has managed to create favorable conditions for them over the past ten years. What’s to Be Expected from the BRICS If you attempt to forecast the near-term prospects of the BRICS countries, then the total volume of the economies may surpass the U.S. by 2015, and their share of the global economy will exceed 20%. It’s important to note that the financial services that usually create “bubbles” in the stock market are only a tiny proportion of the GDP in the BRICS countries, unlike in the G-7 countries. Emerging economies will also continue to increase their actual production, and hence their economic potential. Within a short timeframe, a new phase of global development is quite possible, with a complete shakeup of the leading countries globally. In the event of such significant changes, the biggest challenge would be avoiding a third world war that could be unleashed in the Middle East and Central Asia. Any military actions near the borders of China, India, and Russia would reduce economic growth to null in these three countries. Indonesia, which is an active and influential member of the Organization of Islamic Cooperation, could help to deter the escalation of conflicts in a turbulent region. None of the five BRICS countries today has such an opportunity to influence the Islamic world. Experts see no obstacles to such an expansion of the union. Thomas Helbling, Division Chief of the World Economic Outlook Department at the International Monetary Fund, told World Economic Journal that he sees no reasons why Kazakhstan and Indonesia couldn’t join the BRICS: “The success of the BRICS depends on two things: integration into global society and global trade, and on structural reforms that affect the private sector of the economy. In particular, Kazakhstan is already integrated into global trade and has strong ties with several BRICS countries. We also see that Kazakhstan demonstrates stable economic growth and development across various sectors.” In his opinion, Kazakhstan should improve in some areas: Stop the dependence on oil while strengthening agriculture, industry, and international trade. Yet Kazakhstan’s government isn’t seriously considering joining the BRICS for now. As Deputy Prime Minister Kairat Kelimbetov previously stated, Kazakhstan does not formally meet all of the criteria Goldman Sachs analysts laid out, particularly population size. He highlighted that the country has a significant fund of natural resources and arable land, making it possible to play an essential role in providing the BRICS with energy and food. Thus, Kazakhstan is now playing the part of supplier to the BRICS, which are themselves still occupying this position with the G-7. It is possible that shortly, this situation could change. Investors now point out that the two potential BRICS members are already cooperating: In 2014,/p Kazakhstan and Indonesia will open a joint factory to produce automobile tires. The raw rubber for the wheels will be supplied by Indonesia, and Kazakhstan will handle the manufacturing. And this isn’t the only area for cooperation between the two countries, Rizal-Affandi Lukman, Indonesia’s Deputy Minister for International Economic and Financial Cooperation, told World Economic Journal: “We can partner in the areas of food as well. Our company Indofood would like to open a plant for producing instant noodles in Kazakhstan since this country is a major wheat producer. In addition, we will develop partnerships in the fields of engineering and energy.” The Deputy Minister speaks positively on the issue of BRICS accession: “Indonesia is a developing country with impressive economic indicators: The country’s GDP is $1.3 trillion. We believe that developing countries should work together more often so that our economies become more open. Developing countries have to face similar issues, and we should be discussing how to solve them together. Perhaps the most important issues today are maintaining stable economic growth and attracting and retaining investments in our countries. And Indonesia would be happy to discuss these issues within a partnership with the BRICS.” Marc Uzan: “It isn’t necessary to be a member of a club.” Executive Director of the Reinventing Bretton Woods Committee Marc Uzan discussed with World Economic Journal the questions of BRICS expansion and the possibility of recovering from the crisis thanks to developing countries. During the VI Astana Economic Forum, experts discussed the inclusion of Kazakhstan and Indonesia into the BRICS. How possible and necessary is this? The BRICS is an exciting concept, but the countries are very different. It isn’t necessary to join a club to show that a country is developing. Kazakhstan already has a developing economy and is a neutral country with good relations and dialogues with all nations. Yes, Europe and the U.S. are already worn out by the crisis, but the BRICS countries haven’t played a large role in the global economy: They are still in the early stages of development. So countries, in particular Kazakhstan, shouldn’t strive to join the BRICS but should focus on other things? Kazakhstan should make sure that it will be able to join the international financial system. Among other things, Kazakhstan is very resource-rich, and so the government must diversify in order to ensure large-scale economic development. Everyone knows that resources are limited and they will eventually run out, which is why Kazakhstan should invest in various enterprises, in innovation, and create and strengthen ties with other countries. Growing an economy in no way requires uniting under the BRICS brand name. We were moving on to Kazakhstan’s contribution to resolving the crisis; what kind of role can the G-Global platform play, proposed by the country’s President, Nursultan Nazarbayev? Our main goal isn’t to just talk about the crisis but to look for ways out of it. And this way out will most definitely be found because a political committee will be formed that will try to find the right balance between austerity and economic growth. In addition, we all see that emerging economies are growing, like China, Latin America, and Kazakhstan. We have to find opportunities for these economies to function as part of a single global economy. How does all of this relate to the G-global platform? Very simply. When politicians are trying to think through scenarios of their actions, they simply have to look to input from academics and experts from around the world. This is a good way for them to get new economic models and carefully prescribe steps. At the moment of transitioning to a market economy, it is difficult to prescribe a realistic scenario. That’s why it is important to understand how to balance the global economy and calculate how emerging economies will expand their markets. We have already determined that the world is seeing a severe lack of investment and infrastructure. That’s why the G-Global platform is needed, in order to set priorities and get expert opinions. Once there is a professional overview, then you can hold seminars and lectures to bring this expertise to politicians. Is there any current risk that transnational capital, of which there seems to be a lot right now globally, could become a new financial bubble? How can this be avoided? I am not a Central Banker, but if I were in their shoes, I would constantly be worried, and they should be, too. They should disclose the system’s new capabilities, of which there are many today: We see high liquidity everywhere, and it’s leaving the market. We see that countries like Zambia, Georgia, and Mongolia enter the market with low prices. This is why each country should be prepared and develop its own protection mechanisms as well as find the correct political tools since it is impossible to predict now what will happen in the future. But I personally worry a lot about how people are using the same policies and methods that were used in 2007, in spite of their failure and in spite of the numerous new capabilities. The WOD President offered Angels to the United Nations to promote the achievement of the Global SDGs. During an informal consolation of the UN General Assembly Second Committee, President of the World Organization for Development Robert Gubernatorov made a hands-on suggestion of one incentive to promote the implementation of the Sustainable Development Goals until 2030. The new 17 SDGs are very ambitious and require the mobilization for its implementation of a large number of resources: financial, human, technological, and others. To inspire the most significant possible number of people to achieve the SDG from civil society and the business community sectors, systematic and severe promotion and popularization of the support already provided and the done work should be incorporated. The ideal solution is to reward those who have contributed to the implementation of the SDG projects with a public international award.
